After winning three of their four games in Hawaii, they traveled to Nashville to beat Belmont, and then swept Vanderbilt, who was ranked 10th to start the season, in a three-game series. The Ducks have scored 61 runs in their eight games, and are led by Freshman infielder, Scott Heineman, batting .478 with 1 home run. Sophomore pitcher Brando Tessar is 2-0 in his first two starts. 2007 McNary High School graduate, infielder Kevin Shepherd, is on the Ducks squad.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Pilots are 5-0, and off to one of their best season starts. Starting their season in Beaumont, Texas, they beat Stephen F. Austin 11-0 and 10-5. Returning home, they beat Concordia 11-4, and Creighton, of Omaha, Nebraska, 3-2 and 5-3. The Pilots are led by Senior infielder Kris Kauppila batting .476 with two home runs, and Senior catcher, Ben Grubb batting .438 with one home run. The Pilots have won six of the ten games against the Ducks since baseball was reinstated at the University of Oregon in 2009. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Salem-Keizer Volcanoes President and General Manager Jerry Walker said, “We are always excited when we get two great Oregon universities playing at Volcanoes Stadium. It will be tremendous baseball for our mid-Willamette Valley fans, and we urge fans to get their tickets early as this game is surely to be sold out”. The last time the Ducks played at Volcanoes Stadium, against the Oregon State Beavers, the game was sold out in two days as 5,651 fans attended.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Tickets for this event will go on sale at the Volcanoes Stadium Box Office at 10:00am on Thursday, March 1st . Rob is in the final year of a five-year dual degree program in Broadcast Journalism and Sport Management at Ohio University . Currently serving as the Sports Director of WXTQ and WATH in Athens , Rob has over three seasons of college and high school play-by-play experience. Additionally, Rob will serve as a broadcaster this spring for the Ohio University baseball team in preparation for broadcasting the Volcanoes this summer. Rob was born and raised in Boulder , Colorado , and continues to support the Colorado Buffaloes.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;"We're excited to add Rob to our staff," said Jerry Walker, President and General Manager for the Volcanoes.  "He brings a great deal of enthusiasm and a solid background in broadcasting to our team.  We look forward to having him in the press box next summer broadcasting all the Volcanoes games. Kim Thatcher</title><content type='html'>Well, the 2011 Session of the Oregon Legislature is now underway…sort of. Lawmakers were only at work for a few days this week to get things organized and they’ll be back ready to roll up their sleeves February 1st. In November, voters approved Ballot Measure 71 which now means lawmakers will hold annual sessions at the State Capitol. &lt;br /&gt;&lt;br /&gt;This session offers many challenges and opportunities. There is a lot of heavy lifting to do this year, especially with a $3.5 billion dollar gap between the amount of tax revenue coming in to the state and the amount agencies say they need to maintain current programs. &lt;br /&gt;&lt;br /&gt;The challenges come in juggling the budget. The opportunities come in looking for ways to revamp the way we do business in state government. If there was ever a time to establish solid priorities of government and match spending accordingly, this is it. If there was ever a time to reform PERS and other benefits provided to state workers, this is it. This list goes on but I think you get my point. &lt;br /&gt;&lt;br /&gt;We also need to help our economy recover from the recession. Oregon businesses need the state to get out of the way. They need fewer regulations, taxes and fees; not more. I’m optimistic that the legislature will look for ideas to create the kind of tax and regulatory environment where businesses will create more jobs. &lt;br /&gt;&lt;br /&gt;I’ve been encouraged by some of the changes our new Governor has proposed, but I am waiting to see how he will follow through. For the first time in state history the House of Representatives is split with 30 Republicans and 30 Democrats. The Co-Speakers have promised to work together on important issues and I hope that spirit of cooperation can be maintained through the difficult decisions ahead. &lt;br /&gt;&lt;br /&gt;This week the list of committee assignments were distributed and I was honored to be named the Co-Chair of the new Joint Legislative Committee on Audits, Information Management &amp; Technology. I expect this committee will be able to really drill down in certain areas of government accountability. I was also placed on the Joint Committee on Ways and Means, and selected to be Co-Vice Chair of the Ways and Means Subcommittee on Human Services. &lt;br /&gt;&lt;br /&gt;You’ll see a few of the bills I am sponsoring listed below. On Opening Night, 2011, Volcanoes Stadium is expected to turn into a sea of blue t-shirts and white hard hats as the Salem-Keizer Volcanoes are making plans to honor all the thousands of volunteers who contributed to the Extreme Makeover project recently completed at the Oregon School for the Deaf in Salem .  “This has been a significant project that has brought the whole community together,” said Volcanoes President Jerry Walker.  “We’d like to honor and recognize all whom contributed and bring everyone back together in a fun and festive environment to celebrate their achievements.”   &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;            All volunteers who attend this game, wearing their blue Extreme Makeover shirt, will be admitted FREE and will be invited onto the field to participate in pre-game ceremonies.  Rich Duncan, the General Contractor who completed the build, will throw out a ceremonial first pitch along with Ed Roberts from the Oregon School for the Deaf.  A student, representing the school, will be invited to do the Ceremonial Running of the Bases prior to the game. Deanne Beausoleil narrated the lecture about five of the women which are depicted in the collection on display in the Chemeketa Community College Art Gallery also located in building 3.&lt;br /&gt;The women discussed in the lecture were artists and mothers in the 16th-18th centuries. The first women talked about was Elisbeth Vigee-Lebrun (1755-1842). The second woman discussed was Rachel Ruysch (1664-1750). The third artist and mother shared was Mary Beale (1642-1697). The fourth woman talked about was Anna Dorothea Therbusch-Lisiewska (1721-1782). The fifth woman discussed was Judith Leyster (1609-1660). After Deanne had finished the lecture the floor was opened for questions about the paintings , the artists, and the lives of the women presented. When the Questions finished Jane Lieber Mays mentioned another women in the show named Maria Sibylla Merian (1647- 1717), who had moved her family to South America to study bugs and a book was published recently and is now available with some of her works in the book.&lt;br /&gt;The presentation ended with a thank you to the director of the Art Gallery, Kay Bunnenberg Boehmer. She was given a copy of the new book that was just released and flowers. Kay Bunnenberg Boehmer stated that she was going to have to go find a copy of the book. In other words, we need to focus our spending on the priorities,” explained State Representative Kim Thatcher (R-Keizer, Newberg, St. Paul) today in front of the House Committee on Consumer Protection and Government Accountability during a hearing at the State Capitol. &lt;br /&gt;&lt;br /&gt;Thatcher and several others gave the Committee several reasons to support House Bill 3614 which would set up a special taskforce to develop the Core Functions of State Government. “This is not about ideology but common sense and re-thinking how we budget,” said Thatcher. &lt;br /&gt;&lt;br /&gt;“Government cannot and should not do everything. But we haven’t done a very good job of instructing our state legislature and state agencies exactly what our priorities are,” said Steve Buckstein, Senior Policy Advisory and founder of Cascade Policy Institute. “House Bill 3614 is a first step toward setting real priorities.” &lt;br /&gt;&lt;br /&gt;The legislation is modeled after a successful program in Washington State created by former Governor Gary Locke. Thatcher told the Committee this afternoon, Washington was able to close a large gap in their state budget using a system of priorities of government. “They decided to approach their budget process in an innovative way and were able to work through their budget and not raise taxes while protecting government services.” &lt;br /&gt;&lt;br /&gt;Several citizens testified in favor of HB 3614 including Mark Higgins of Newberg. He compared government spending to the way a family prioritizes its budget. “In our family we have to put our needs over our wants. I believe every responsible family does that.” &lt;br /&gt;&lt;br /&gt;Earlier this week the revenue forecast was released which shows the state is more than $350 million short of what is needed to balance the budget. In 1982, he joined the Kansas City Royals. Vida was again signed by the Giants in 1985, and ended his legendary career with the Giants in 1986.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Vida spent 17 years in the big leagues winning 209 games against just 161 losses for a .565 winning percentage. At age 21, he hurled a no-hitter against the Minnesota Twins. Blue was a member of the American League All-Star Team in 1971, 1975 and 1977, and a member of the National League All-Star Team in 1978, 1980 and 1981. In 1971, Vida’s best season, he was 22-4, won the Cy Young Award and the American League Most Valuable Player with an ERA of 1.82, 8 shutouts, and 301 strikeouts. Vida pitched in the 1972, 1973 and 1974 World Series. Vida ended his career with an ERA of just 3.27, struck out 2,175 batters, won 10 or more games in eleven different seasons including a span of 8 consecutive years (1973-1980).&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The banquet will begin at 6:00pm with a social hour and silent auction, followed by a buffett dinner at 7:00pm and a talk by Vida Blue. Earlier this year on the floor of the House I spoke in opposition to these tax measuresexplaining that "you can't tax your way out of a recession." Obviously the tax and spend liberals at the capitol were not listening.&lt;br /&gt;I have faith that Oregon voters will see through all the propaganda and do the right thing by voting NO on Measures 66 and 67. There are many misleading statements being made in the media so let me shed a little light on the facts.&lt;br /&gt;In my other life outside the legislature, I run two small businesses. If these measures pass, my companies, just like thousands of others across the state, may have to layoff workers or cut wages. Under current law many small businesses pay a $10 filling fee. However, under these measures they could face hidden sales tax, paying tens of thousands of dollars in taxes even if they don't make a profit. Those costs are passed along to you and I, the consumers.&lt;br /&gt;The sky will not fall if these measures fail, the legislature will have to make some tough decisions and prioritize how they spend tax dollars more carefully. There are reserve funds available to cover some of the projected shortfall. Overall our state is spending is up nearly 10%. How many of us got a 10% raise during this down economy? Once on I-5 the pursuit reached speeds reported at about 90 mph. The vehicle was registered to a Hispanic male with warrant. Salem police chased the car all the way to the Jefferson exit. The driver, a male, bailed out just after getting off the interstate Salem police took him into custody shortly after that point. The deputies had a perimeter set up by 11:20pm. Prostar Security responded as they are a contract security company for Salem-Keizer School District. A Prostar officer arrived at 11:33pm with keys to the school building. At 11:40pm deputies entered the school and began the process of clearing the building. We all know that there has been tension between the United States and some Muslim communities. But, as the President said this morning, if all sides face the sources of tension squarely and focus on mutual interests, we can find a new way forward. The President outlined some big goals for this new beginning in his speech -- including disrupting, dismantling, and defeating violent extremism. It was a historic speech, and since many Americans were asleep at the time it was given we wanted to make sure you had a chance to see it: &lt;a href="http://www.whitehouse.gov/blog/NewBeginning/"&gt;http://www.whitehouse.gov/blog/NewBeginning/&lt;/a&gt;&lt;br /&gt;&lt;a href="http://www.whitehouse.gov/blog/NewBeginning/" target="_blank" rel="nofollow"&gt;&lt;/a&gt;Majority-Muslim countries around the world are filled with extraordinary people who simply want to live their lives and see their children live better lives, just as in America. Indeed, part of what makes America great is having nearly seven million Muslim Americans living here today and enriching our culture and communities. We can extend that kind of relationship abroad. It won't always be easy, but if we make an effort to bridge our differences rather than resigning ourselves to animosity, we can move toward a more peaceful world over time. Remember that saying from the late President Ronald Reagan? I think it still applies today when we step back and take an objective look at the Oregon State Budget.&lt;br /&gt;I know budget babble can be boring, but it's really important for Oregonians to get a grip on what's going on here before they face hundreds of millions of dollars in new taxes. Grab your Excedrin and let's see if I can lay it out for you in as simple terms possible.&lt;br /&gt;First, the current two-year state budget is $15.1 billion (with a "B"). That's the amount established for state agencies to maintain all the services they provide from July 2007-June 2009. Keep in mind we had nearly $3 billion in extra revenue to spread around on new programs and 1200 new workers in the last budget.&lt;br /&gt;I joined several other conservative legislators in warning folks that this level of spending would just bloat state government to an unsustainable level - translation? There was no way income tax and lottery dollars could keep churning out this level of revenue. Something would have to give; something would have to be cut. Did legislative leaders listen? No.&lt;br /&gt;Fast forward to today. The economy went in the tank. Unemployment skyrocketed to 12% and legislative leaders are now talking about cutting $2 billion out of the new state budget for July 2009-June 2011. Why? First they assume state programs will need $16.7 billion to continue present operations. Second, only $13.7 billion in revenue is expected to come in the door for the next budget cycle.&lt;br /&gt;To close the multi-billion dollar gap, legislative budget leaders plan to use some of that magic federal stimulus money, a few reserve funds and, you got it, "raise taxes." Remember, taxes are the liberal's answer to close that multibillion dollar gap. Because to them this is about what they "think" agencies need to operate versus reality.&lt;br /&gt;Why do we assume that starting in July all state programs need an automatic 10%-20% more money? Why not keep spending levels the same and add in a little for targeted areas like services for people with disabilities and low-income seniors? What about a few more dollars for K-12 classrooms? Perhaps some extra money to keep bad guys locked up in prison?&lt;br /&gt;It's all about rethinking the way we approach the state budget. Prioritize the core functions and cut those that are not essential. That's what the Back to Basics Budget Plan is all about and you can check it out by &lt;a href="http://www.backtobasicsbudget.com/images/Back_to_Basics_Briefing_Packet_05.21.09.pdf" target="_blank" rel="nofollow"&gt;clicking on this link here&lt;/a&gt;.&lt;br /&gt;This plan looks at what we spend now, what is projected to come in, uses reserves and other funds to cover the additional needs in the areas I mentioned before. You can't tax your way out of a recession. And massive cuts to critical programs when you have piles of reserves sitting around are not right either. Sure it sounds pretty cut and dry but it is a lot more complicated than that. I'm just giving you the big picture.&lt;br /&gt;So when you see stories in the news about 1,700 layoffs of state workers proposed by legislative leaders, remember the 1,200 new employees that were just hired in the past couple years. When they threaten to reduce the number of kids in Headstart, ask if this is really a "cut" in the current amount of funding or is it just a "reduction in the increase" they had hoped to get?&lt;br /&gt;For example, the total amount the legislature approved for spending on "administration" for the entire state budget for 2007-09 was $189 million dollars. That's $6 million less than the $195 million the current budget leaders are planning to spend and it's $17 million less than what they think is an "essential" level of spending. So we're spending more actual dollars but it's somehow a cut?&lt;br /&gt;Finally, when you hear legislators talk about how vital it is to increase the tax burden on wealthy individuals and corporations, think about whether increases are needed in the first place and who is really going to pay? Probably consumers through higher prices, and workers through job losses.&lt;br /&gt;Rather than reshape the way we deliver government services through real reforms, legislative leaders expect Oregon taxpayers to keep shelling out more and more to feed the machine. Mr. Larsen’s appearance will headline “Legends Night,” an annual special event at the Stadium.  Mr. Larsen will be signing free autographs on the concourse for approximately one hour before the game.  After throwing out the honorary first pitch, Mr. Larsen will continue signing autographs, and meeting fans, during the first several innings of the game. &lt;br /&gt;&lt;br /&gt;Thursday’s game is between the Volcanoes and the Boise Hawks (Chicago Cubs affiliate) and starts at 6:35 p.m.   Gates will open at 5:30 PM.&lt;br /&gt;&lt;br /&gt;Don Larsen played major league baseball from 1953 to 1967.  On October 8, 1956, he became the only player in baseball history to pitch a perfect game in a World Series. Mr. Larsen played with eight different teams during his career, but is best known for his five seasons with the New York Yankees.  It was with the Yankees that Don Larsen pitched his perfect game against the Brooklyn Dodgers that helped the Yankees capture World Series Championship in 1956.  Larson played with such greats as Mickey Mantle, Yogi Berra, Gil McDougald, and Billy Martin. During debate on the House Floor, &lt;a href="http://www.leg.state.or.us/thatcher" target="_blank" rel="nofollow"&gt;State Representative Kim Thatcher&lt;/a&gt; (R-Keizer, St. Paul , Newberg) said, “we can’t tax our way out of a recession.”&lt;br /&gt;&lt;br /&gt;Representative Thatcher voted against &lt;a href="http://www.leg.state.or.us/09reg/measpdf/hb3400.dir/hb3405.a.pdf" target="_blank" rel="nofollow"&gt;House Bill 3405&lt;/a&gt; which raises the corporate tax to 8% up from 6.6% on companies with over $250,000 in corporate income. The measure increases the corporate minimum tax up to $10,000 depending on annual sales. She also opposed &lt;a href="http://www.leg.state.or.us/09reg/measpdf/hb2600.dir/hb2649.a.pdf" target="_blank" rel="nofollow"&gt;House Bill 2649&lt;/a&gt;, a measure to raise personal income taxes on individual taxpayers from 9% to 11% if they make over $125,000 and joint filers making more than $250,000.&lt;br /&gt;&lt;br /&gt;She pointed out these tax increases will not just impact profits, but also total sales. Businesses could be on the hook for thousands and thousands of dollars in taxes, even when they lose money.”&lt;br /&gt;&lt;br /&gt;“All these taxes trickle down to the individual. Think about the multiplier effect,” added Thatcher. “Services used by every Oregonian will now have a hidden sales tax. The banks, grocery stores, insurance companies, gas stations – services used by everyday Oregonians – will now have to include the cost of covering these taxes.&lt;br /&gt;&lt;br /&gt;Some advocates for the measures call these “small” or “minor” tax increases. However, the taxpayers footing the bill will see up to a 22% increase in the tax rates.&lt;br /&gt;&lt;br /&gt;As a small business owner herself, Thatcher is concerned about the impact of these measures on her counterparts in the private sector. She explained they might do less business or move out of state to avoid paying the higher taxes imposed by this legislation.&lt;br /&gt;&lt;br /&gt;Representative Thatcher spoke against the measures saying, “if those businesses are forced to pay more taxes, then there is less disposable income for businesses to use to hire workers and they may have to lay off workers.”&lt;br /&gt;&lt;br /&gt;Oregon has the second highest unemployment rate in the country and with this new income tax bracket; the state will have the highest personal income taxes in the nation. These are permanent increases in the tax code and Thatcher believes they send the wrong message to businesses considering moving to Oregon .&lt;br /&gt;&lt;br /&gt;Finally, Thatcher wondered what would happen if these bills are referred to the ballot and are rejected by voters. “What is Plan B? The car show started at 10:00 a.m. this morning and will run through 3:00 p.m. this afternoon. At 10:45 the show had six vehicles registeredfor show. The oldest vehicle being a 1929 Sedan. The newest a 2000 Ford Mustang.&lt;/div&gt;&lt;div&gt;Chemeketa Community College is doing the annual car bash and were donated a late 1980's Mazda 323 hatchback. The cost to take the hammer to the car is a dollar a hit.
